Dealing with a noisy mentally-challenged neighbor
Please forgive me if this is the wrong location for this question, please correct me if this the wrong place to ask. I have neighbours who moved in last year into the house next to mine. It's a family which is I believe originally from a Middle Eastern country with 3 sons, one of whom (appears to be about 16) appears to be mentally delayed / special needs. When they let him out into their backyard, he roars violently, yells, and claps his hands constantly. This weekend he scared my daughter and her friend who were playing in my backyard. It is also next to impossible to get afternoon rest or concentrate on any task while this is going on. We are on the "hi, how are you" terms with those neighbours currently, I don't even know their names. What are my options to deal with this situation?
