Telegram CEO Returns to Dubai Amid French Investigation Continues

Pavel Durov, founder and CEO of Telegram, announced his return to Dubai on Monday following months of judicial supervision in France as investigations into alleged criminal activities on his messaging platform continue.

Durov expressed relief at being back home and gratitude toward the French judiciary for permitting his temporary departure.

The investigation stems from accusations that Telegram was used to facilitate illegal activities, including the spread of child sexual abuse material and drug trafficking.

French authorities charged Durov with complicity in these crimes after his arrest in August 2024 upon landing at Le Bourget airport near Paris. He was released on a €5 million bail under strict judicial oversight, which included a travel ban and mandatory police check-ins twice a week.

In a statement posted on his Telegram channel, Durov acknowledged the ongoing legal process but emphasized the platform’s commitment to moderation and crime prevention.

“When it comes to moderation, cooperation, and fighting crime, for years Telegram not only met but exceeded its legal obligations,” he wrote. He also thanked his legal team and investigative judges for their efforts to allow him to return to Dubai temporarily.

Durov, who holds Russian, French, and Emirati citizenships, has faced mounting scrutiny over Telegram’s role in enabling criminal activities. Critics have pointed out that bad actors have exploited certain features of the app despite its widespread use for legitimate purposes.

In response to these allegations, Telegram recently implemented stricter content moderation policies, including removing features like media uploads on standalone blogs and the “People Nearby” tool that were prone to misuse.

The case has sparked international debate over platform accountability and free speech. Russian officials labeled Durov’s arrest as politically motivated, adding a geopolitical dimension to the controversy.

Meanwhile, Durov defended Telegram’s practices, stating that millions of harmful posts and channels are removed daily and dismissing claims that the platform is a haven for illegal activity.

French authorities have temporarily lifted travel restrictions on Durov until April 7, allowing him to leave the country while investigations continue. Preliminary charges under French law indicate strong suspicion but allow magistrates more time for evidence collection.
