Syria’s reintegration into international air travel has taken a significant step forward with a landmark agreement between the International Civil Aviation Organization (ICAO) and Syria’s General Authority for Civil Aviation (GACA). The agreement aims to modernize Syria’s aviation infrastructure and capabilities to safely and securely rejoin the global air transport network.
The Management Service Agreement, signed by GACA President Ashhad Al-Salibi and ICAO Regional Director Mohamed Abubaker Farea, launches a comprehensive effort to raise Syria‘s air transport operations to international standards.
Under this partnership, ICAO aims to support Syria in conducting a comprehensive gap analysis to identify key challenges and develop a strategic action plan. The collaboration will also focus on evaluating and enhancing institutional structures to establish a solid foundation for regulatory and operational efficiency.
Recognizing the scale of this effort, ICAO will actively engage with donor States and international organizations to mobilize the necessary financial and technical support. Securing these resources will be instrumental in ensuring the successful implementation of this initiative and driving long-term sustainability in Syria’s aviation sector.
This collaboration reaffirms ICAO’s commitment to fostering safe, secure, sustainable and efficient aviation systems worldwide. By addressing institutional, operational, and infrastructure challenges, this initiative will play a pivotal role in Syria’s civil aviation recovery and long-term sustainable development.
The International Civil Aviation Organization (ICAO) is a United Nations agency which helps 193 countries to cooperate together and share their skies to their mutual benefit. Since it was established in 1944, ICAO’s support and coordination has helped countries to diplomatically and technically realize a uniquely rapid and dependable network of global air mobility, connecting families, cultures, and businesses all over the world, and promoting sustainable growth and socio-economic prosperity wherever aircraft fly. As it enters a new era of digitization, and of incredible new flight and propulsion innovations, air transport is relying more than ever on ICAO’s expert support and technical and diplomatic guidance to help chart a new and exciting future for international flight. ICAO is innovating itself to answer this call, and expanding its partnerships among UN and technical stakeholders to deliver a strategic global vision and effective, sustainable solutions.
